This is a TOEFL trap you'll see on the harder questions -- putting the part that needs to be changed before the part that gives you the answer. Please take note of this TOEFL trap, as the questions that employ this trap are worth more!
This question actually tests a simple grammar concept: we must use as... as... or more... than... However, as I just said, this question is tricky because we look at the second part to change the first part, not the other way around.
